Richard Roberts represents municipalities in the full range of their legal needs. He provides legal counsel to them in real estate acquisitions and sales, land use, charter revisions, drafting and review of ordinances, and property tax issues. He also provides legal counsel to individuals, partnerships, limited-liability companies, and corporations in real estate acquisitions and sales, financing transactions, general business affairs, and contracts and agreements. He represents lending institutions and borrowers in secured, unsecured, asset-based, and non-traditional financing transactions as well as in various state and federal regulatory matters, including securities, banking, and land use and zoning matters.

Rich delivers superior service in his work with his clients, developing a reputation for his responsiveness, timeliness, and adherence to budget. With more than three decades of experience, his in-depth knowledge of municipal, land use, and business law prepare him to address any matter effectively and efficiently.

Rich is particularly involved and sensitive to the needs and requirements imposed on the firm’s public sector clients. This knowledge is not only valuable to our clients but to the State as well. In 2020, during the COVID pandemic, Rich received The Connecticut Conference of Municipalities Municipal Champion Award for his extensive work providing input to the Governor’s office, on behalf of cities and towns, on a wide range of Executive Orders that impacted and supported local governments. The Governor issued over 80 Executive Orders during this period.

In order to best serve his clients, Rich immerses himself in the latest developments of his field. He is a member of the executive committee of the Planning and Zoning Law Section of the Connecticut Bar Association, a member of the Connecticut, Maine and New Hampshire Bar Associations, and a member of the Connecticut Association of Municipal Attorneys. He actively participates in the Connecticut Conference of Municipalities, the Connecticut Council of Small Towns, and the Connecticut Town & City Management Association. He is also a member of the steering committee of the Working Lands Alliance, a statewide coalition devoted to the preservation of farmland in Connecticut, and of the faculty and advisory committee of the Land Use Academy of UConn’s Center for Land Use Education and Research.

Rich’s investment in his broader community is apparent through his many active roles in the public sphere. He has been a member of the Wethersfield Planning and Zoning Commission since 1991, serving for many years either as its Chairman or Vice Chairman. He previously served as a member of that town’s Zoning Board of Appeals, Flood Encroachment Control Board, and its Economic Development and Improvement Commission. He has also served as chairman of the Wethersfield Republican Town Committee since 1995. Rich serves on the Board of Governors of Hartford Hospital and the Board of Directors of the Eastern States Exposition. He also serves as legal counsel to the Woodstock Historical Society, Inc. and Chamberlin Mill, Inc.

Rich is recognized in the 2022, 2023, and 2024 publications of The Best Lawyers in America® in the areas of Land Use and Zoning Law; Municipal Law; and Real Estate Law.
