Kenneth Slater represents municipalities and private clients in litigation and transactional matters involving municipal law, land use and environmental law, real estate, and civil litigation.
Ken serves municipal clients in a full range of legal services including general counsel, land use counsel and litigation counsel. In land use he represents individuals and business organizations before municipal boards across the state as well as before state and federal agencies. He is frequently called on to prosecute and defend administrative appeals before the Superior Court, Appellate and Supreme Court in land use and administrative law and civil actions involving land use in the federal court. He provides meticulous guidance to clients in complex land use matters involving constitutional and environmental claims and statutory remedies such as the Affordable Housing Appeals Act, Religious Land Use and Institutionalized Persons Act (“RLUIPA”), the American Disabilities Act, and the Federal Fair Housing Act.
He also represents current and former owners of real property regarding environmental law involving transfer or remediation of contaminated properties and in the prosecution and defense of environmental cost recovery actions. He advises businesses, property owners, municipalities, and individuals regarding environmental regulation, permitting, and enforcement. He appears regularly before federal and state environmental regulatory and siting agencies and federal and state courts regarding environmental matters.
Despite his focus on land use, municipal and environmental law, the breadth of Ken’s general practice experience enables him to guide businesses and individuals in a full range of services including real estate and business transactions.
Ken approaches every matter with an eye for opportunities to find common-sense solutions that avoid costly and protracted disputes. He believes that his most vital role is to be accessible for those day-to-day challenges when clients seek confirmation that they are on the right course and spot those times when closer attention is required. His ability to identify creative paths to achieve a successful resolution and his pragmatism in assessing the risks and rewards of alternatives make him a proven reliable advisor and advocate.
As the firm’s Managing Partner, Ken is dedicated to Halloran Sage’s tradition of excellence. He is focused on providing outstanding service to all the firm’s clients, and to developing sound strategies and policies that support this goal. Ken serves on charitable boards of directors, is a member of the Knights of Columbus, and is a former president of several boards and organizations, including the New Britain-Berlin Rotary Club. He is also a James W. Cooper Fellow of the Connecticut Bar Foundation. Fellows are elected by the CBF Board of Directors based on their outstanding service to the profession in which they have demonstrated extraordinary legal ability and devotion to the welfare of their community and the advancement of the legal profession.
