Richard Roberts will be a speaker at the “Basic Land Use Law” program at the Connecticut Bar Association Law Center in New Britain, CT on October 18th. Mr. Roberts’ talk will be entitled “Conflict of Interest and Predisposition,” focusing on conflicts of interest, the relevant statutory provisions and case law, and the procedural problems a commission faces when a question of conflict arises. Additionally, he will discuss the issues of predisposition and bias in the context of land use applications and the consideration of ex parte communications.
This comprehensive, all-day program is intended for practitioners who appear before or represent municipal land use commissions. It will cover a broad review of the municipal land use process, including zoning, planning, and zoning boards of appeal, and inland wetland issues. Topics will include the basic powers and functions of local commissions as well as an overview of administrative appeals, environmental interventions, conflicts of interests, and other procedural issues that the land use practitioner may encounter.
