Halloran Sage received two positive verdicts regarding two separate municipal clients.
Temporary custody of 81 animals suffering from abuse and negligence was given to Attorney Carrie Burnsed’s client, Northeastern CT Council of Government’s (NECCOG ) Animal Services at a previous hearing in August 2024. The defendant then requested permanent custody and was denied due to Burnsed showing cause of why it should not be granted. Reasons included a prior arrest and 103 pending charges in the town of Danielson for abuse and neglect. The court also ordered the defendant to remit payment of $226,775.00 to NECCOG for daily fees and veterinary costs of all animals involved. Read more here.
In a second matter, Attorney Burnsed’s client, an Animal Control Officer petitioned to have a dog owner relinquish ownership to the Animal Control Authority after the dog was found on the side of the road in need of immediate medical attention. Suffering from toxicity, the dog was found with a multitude of health problems. At the hearing, Burnsed submitted documentation including the veterinary report, but the respondent did not appear and has not filed an appearance. The court found the respondent to have neglected and cruelly treated the dog. Permanent ownership was granted to the Animal Control Authority and the respondent is ordered to pay the sum of $5000.41 for veterinary costs and the dog’s care for over 131 days. View the order here.
