J. Randolph MacPherson and Shareefa Ali received a positive result for Pernix Federal LLC, a worldwide construction company offering services to Federal Agencies and private clients. The State Department was found to have incorrectly overturned a contract awarded to Pernix, based on prequalification criteria.
