Richard Barger has decades of experience in the areas of Administrative, Public Utilities & Municipal, and Construction Law. He applies his broad experience both in the courtroom and in negotiating favorable results for his clients.

Rich works with construction industry clients from the inception of a project to its conclusion, and everywhere in between, and focuses on the successful resolution of disputes and claims in mediation, arbitration, and litigation. His clients include subcontractors, contractors, developers, suppliers, designers, and government entities.

From 1970 to 1975, Rich was an Assistant Attorney General, representing the Connecticut Public Utilities Commission. He has also served as counsel for the Connecticut Heating and Cooling Contractors Association, the Connecticut Electrical Contractors Association, and the Connecticut Construction Coalition. He currently serves as Corporation Counsel for the Town of Bolton, counsel for the Bolton Lakes Regional Water Pollution Control Authority, WPCA Counsel for the Town of Stonington, and counsel for the Southeastern Connecticut Resources Recovery Authority.

Rich is admitted to practice before the state and federal courts of Connecticut, the United States Court of Appeals for the Second Circuit and the District of Columbia Circuit, and the United States Claims Court. He enjoys an AV rating from Martindale Hubbell.
