With forty-eight years as a practicing lawyer, including sixteen as a senior U.S. government legal advisor, Randy’s experience with federal administrative and regulatory matters is without parallel.
Randy represents construction contractors, equipment manufacturers, telecommunications carriers, and computer and software suppliers in a breadth of government contracting, legislative, and federal regulatory matters. He has substantial experience assisting businesses with the following:
A significant focus of Randy’s work is in guiding clients through export compliance matters involving the Export Administration and International Traffic in Arms Regulations. He provides extensive counseling to businesses on export classifications for products and technologies, licensing preparation and submission, interpretation and application of legal requirements, drafting and implementation of compliance policies, and related matters. He also frequently represents various telecommunications customers in negotiating service contracts with providers of telecommunication services and equipment.
Randy has substantial experience in bid protests and contract-appeals litigation. He regularly represents clients before the U.S. Court of Claims, other federal and state courts, federal agencies, Government Accountability Office, and the Armed Services and civilian agency boards of contract appeals.
Earlier in his career Randy served sixteen years as an attorney in the U.S. Army and Department of Defense, completing his government service in 1987 as a member of the Federal Senior Executive Service. He also served as legal counsel to the President’s National Security Telecommunications Advisory Committee (NSTAC).
